46% Balochistan PA members debate budget

ISLAMABAD: The Balochistan Assembly passed five bills including the Finance Bill 2014-15 during the budget session; however, 30 members (46% of the total strength) – 20 male and 10 female – took part on the debate.

The 12th session that was summoned to discuss the annual budget witnessed an active participation of the Speaker and the Leader of the House as they attended all seven sittings while the Leader of the Opposition attended three sittings. The Chief Minister remained present for 13 hours 11 minutes, the Speaker 10 hours and 49 minutes and the Opposition Leader an hour and 12 minutes.

The JUI-F lawmaker pointed out lack of quorum during third sitting but the Speaker ignored the call and continued proceedings. The House witnessed two walkouts – the first by a PML-N lawmaker to protest suspension of DHO and MS Noshki without taking him into confidence while the second by the opposition parties over speaker’s refusal to allow them to speak.

The House passed five bills including the Finance Bill 2014-15, the Balochistan Judicial Academy (Amendment) Bill 2014, the Balochistan Chief Minister and Provincial Ministers Salaries, Allowances and Privileges (Amendment) Bill 2014, the Balochistan Speaker and Deputy Speaker Salaries, Allowances and Privileges (Amendment) Bill 2014 and the Balochistan Members, Allowances and Privileges (Amendment) Bill 2014. The Finance Commission bi-annual monitoring report for July to December 2012 was also presented in the House.

Lawmakers in the Balochistan Assembly raised 21 point of orders during seven sittings of 12th session and most of them were about good governance, law & order and education.
The JUI-F lawmakers raised five points of order (POs) followed by four each by NP and PML-N, three each by PkMAP and PML and two by ANP while POs consumed 7% of the session time. The lawmakers drew the government’s attention towards unsatisfactory performance of different departments urging it to take measures for resolving people’s problems.
The lawmakers announced that they will donate their one month salary for the IDPs of North Waziristan. A female PML-N lawmaker suggested that a committee should be formulated to address hardships of IDPs. The session witnessed an average delay of 64 minutes in the start of each sitting that resulted in the wastage of 13 hours and 11 minutes.
