88% members shy away from tabling questions

ISLAMABAD: In the House of 65, only eight members of the Balochistan Assembly remained active in putting up questions while the remaining 57 legislators did not ask any question during its 12 sessions held until June 27, 2014.

Surprisingly, during the first five and last two sessions of the provincial assembly, no question appeared on the agenda. On the other hand, a total of 196 questions were included in the agenda of 6th to 10th sessions, of which, 61 were taken up while the rest of 135 questions went unheeded.

 57 members of Balochistan Assembly did not ask a single question in 12 session

A total of 21 PML-N lawmakers followed by Pukhtunkhwa Milli Awami Party (14), National Party (11), PML & JUI-F (4 each), Balochistan National Party-Awami and Majlis Wahdatul Muslimeen (one each) while the only independent lawmaker did not ask any question.

The two lawmakers of Balochistan National Party (BNP), Mir Hamal Kalmati and Sardar Akhter Jan Mengal, remained on top and asked maximum questions (68 questions) with an overall average of 35%. Four of eight JUI-F lawmakers – Maulana Abdul Wasay, Gul Muhammad Khan Dumar, Mufti Gulab Khan and Haji Abdul Malik Kakar – asked 101 questions (52 % of the total questions).

No question appeared on the orders of the day in 7 sessions

The sole member of Awami National Party (ANP) Zmarak Khan asked 25 questions (13 %) while minority lawmaker of PML-N Santosh Kumar tabled two questions. A total of 196 questions were addressed to 34 different departments that submitted their replies to only 143 questions leaving 53 questions unanswered.

The break-up of the questions addressed to the government departments include: Agriculture and Cooperatives (10), Balochistan Development Authority (4), Communication and Works (7), Education (19), Energy (3), Finance (8), Food (1), Forest (1), Health (15), Industries (2), Information and Broadcasting (4), Information Technology (1), Interior (20), Irrigation (12), Labour and Manpower (11), Law (1), Livestock (6), Local Government (6), Mines and Minerals Development (4), Planning and Development (18), Population Welfare (1), Prisons (2), Provincial Disaster Management Authority (1), Public Health Engineering (8), Quetta Development Authority (2), Revenue (4), Revenue Excise (2), Revenue Excise and Taxation (1), Services and General Administration (13) , Social Welfare (1), Sports and Culture (1), Transport  (4), WASA (2) and Welfare and Youth Affairs (1).

The opposition lawmakers filed 126 questions while 70 questions were asked by the lawmakers from the treasury benches.
