Balochistan Assembly legislates to ban Sheesha smoking

ISLAMABAD: The Provincial Assembly of Balochistan has passed the Balochistan Prohibition of Sheesha Smoking Bill, 2016 aimed to ban the growing consumption of hazardous Sheesha smoking among youth of the province.

The treasury backed bill was tabled by Advisor to CM on Parliamentary Affairs Sardar Raza Muhammad Khan Barrech on behalf of the Minister for Health during the first sitting of 34th session of Balochistan Assembly which was unanimously passed by the House. Earlier, the Chairman of the Standing Committee on Health and Population Welfare Ruqia Saeed Hashmi presented report about this bill before the House.

According to the statement of objective of the bill, trends of Sheesha smoking are increasing because of Sheesha centers established in the province. Sheesha centers are providing hard and soft drugs in an attractive atmosphere to young people and acting as a Drugs Consumption Rooms (DCRs). However, lack of planning to control this menace was observed so legislation is required to control Sheesha smoking.

The House passed this bill with recommendations to take effective measures for getting rid of this habit hazardous to health. In addition, the lawmakers spoke on eleven Points of Order consuming 31 minutes of the proceedings while eight starred questions remained unaddressed due to the absence of relevant ministers.

The House met for 68 minutes and started 45 minutes late against scheduled time of 1600 hours. The attendance of lawmakers during the sitting was reasonable as twenty-two lawmakers (49%) were present at the start and as many at the adjournment of the sitting. Fifteen members applied for leave and the Speaker rejected two leave applications. She also gave ruling on leaves and directed the Secretariat for sending notice to a minority member, Santosh Kumar belonging to PML-N, for his continuous absence from the House.

The Speaker, Raheela Durrani presided over the entire sitting. Chief Minister Sanullah Zahri attended the entire sitting while the Leader of the Opposition was absent. The Parliamentary leader of PML and one member belonging to marginalized groups also attended the sitting. Later, the House was adjourned to meet again on September 22, 2016 (Thursday).
