Balochistan PA passes one bill, allows introduction of two Bills in 22nd session

ISLAMABAD: The Provincial Assembly of Balochistan passed one treasury bill and allowed introduction of two government bills during the 22nd session of its third parliamentary year.

The House passed a bill – Balochistan Wildlife (Protection Preservation, Conservation and Management) Amendment Act, 2015 – to settle the modalities and remove restrictions in handing over the required piece of 9000 acre land to SUPARCO. The bill was introduced before the House in second sitting of 22nd session by the Provincial Minister for Law Abdul Raheem Khan Tareen.

Two other government bills – the Balochistan Sound System (Regulation) Bill 2015 and the Balochistan Prohibition of Expressing Matters on Walls (Amendment) Bill 2015 were introduced in the 6th sitting of 22nd session of Balochistan Assembly. Both bills were referred to relevant committees for further deliberations.

The Balochistan Sound System (Regulation) Bill 2015 was aimed to regulate and control use of sound system in Balochistan. It was introduced by PML-N lawmaker Sarfaraz Ahmed Bugti in 6th sitting. The bill is of unique nature as no such legislation has been ever made in the House on regulating the sound system in the province.

The purpose of Balochistan Sound System (Regulation) Bill 2015 is to prevent public nuisance and the voicing of utterances of a controversial nature likely to cause public disorder. The bill proposed to regulate, control and prohibit the use of certain sound systems in the Province in the interest of environment, public order, decency and the prevention of incitement to terrorism or the commission of any offence, and to deal with ancillary matters.

The second bill – the Balochistan Prohibition of Expressing Matters on Walls (Amendment) Bill 2015 – seeks amendments in the Balochistan Prohibition of Expressing Matters on Walls Ordinance, 2001 that prohibits any expression on walls and where this is done, the violator is punishable with imprisonment or with fine or both. The Ordinance was enacted on 8th December 2001 to resort wall-chalking in the province, after the stipulated period of 30 days the ordinance stood expired on 9th January 2002. The Balochistan Prohibition of Expressing Matters on Walls (Amendment) Bill 2015 was introduced in the 6th sitting of 22nd session by PML-N lawmaker Sarfaraz Ahmed Bugti.

The Provincial Assembly of Balochistan has passed seven government bills so far in its 3rd parliamentary year including the Defense Housing Authority Quetta Bill, 2015, The Balochistan University of Engineering and Technology Khuzdar (Amendment) Bill, 2104, The Balochistan University of Information Technology, Engineering and Management Sciences Quetta (Amendment) Bill, 2014, The Balochistan Forensic Science Agency Bill, 2015, The Balochistan Wildlife (Protection Preservation, Conservation and Management) (Amendment) Bill, 2015, The Balochistan Revenue Authority Bill, 2015 and The Balochistan Sales Tax on Services Bill, 2015.
