Conflicting stance over Budget witnessed in Sindh Assembly

ISLAMABAD:  The Opposition lawmakers in Sindh Assembly criticized the government over lapse of development funds announced in the previous budget (2015-16) and termed the provincial budget 2016-17 as `imbalanced’ while the treasury lawmakers appreciated the proposed development schemes announced this year.

The Provincial Assembly of Sindh witnessed active discussion by lawmakers on the Provincial Budget for Financial Year 2016-17 during third sitting of its ongoing 25th session. In all, ten lawmakers participated in the budget discussion consuming three hours and 53 minutes of the proceeding.

PML-F lawmaker Muhammad Shaharyar Khan Mahar emphasis on improved governance and controlling corruption in public department to complete the proposed development schemes as the government has failed to completely spend the funds released in financial year 2015-16, according to him.

MQM member Syed Khalid Ahmed said that government has repeated development projects meant to be completed in previous budget that is a question mark on the performance of the PPPP government. He said, funds should be given to all districts under NFC formula.

Mahesh Kumar Malani (PPPP) opposed the charges of opposition lawmakers and said that the criticism on government is baseless as the provincial government has carried out numerous development schemes notably in district Thar and Umerkot. Rehana Laghari (PPPP) applauded the efforts of provincial government in presenting pro-people budget.

Another PML-F lawmaker Mahtab Akbar Rashdi alleged the government for improper planning during investment on public schemes. He said that government is not even able to spend the released funds. Education, health and environment are badly affected, she added. PPPP female lawmaker Ghazala Siyal appreciated the efforts of incumbent government for providing a balanced budget having relief for people.

MQM lawmaker Jamal Ahmed demanded to translate the budget document in Urdu language for better comprehension. He said provincial budget has not fulfilled the required needs of common man. Female MPA (MQM) Naheed Begum was of the view that government seemed to be less interested in spending on the announced projects. She demanded de-politicization of Police department as well as solving problems in district Sukkur.

PMl-N lawmaker Hussain Shah Sheerazi pinned the problems faced by residents of Thatta and Sajawal while PML-N’s Shafi Muhammad Jamote spotlighted the required attention of the government in education, fisheries and environment sectors.

The attendance of lawmakers remained low during the sitting as 29 lawmakers (18%) were observed present at the outset and 65 (40%) at the adjournment of the sitting. The Speaker Agha Siraj Khan Durani presided over the sitting for two hours and 52 minutes while rest of the proceeding for 88 minutes was chaired by the Deputy Speaker, Syeda Shehla Raza.

Chief Minister Sindh, Syed Qaim Ali Shah attended the sitting for 54 minutes and the Opposition Leader, Khawaja Izhar Ul Hassan attended the proceeding for 85 minutes. The Parliamentary Leaders of PPPP, MQM, PML-F, PML-N, NPP and PTI attended the sitting. Six minority members were present and two representatives applied for leave.

Meanwhile, MQM lawmakers staged a token walkout against registration of FIR against their ex-parliamentarian. Additionally, MPAs spoke on ten Points of Order consuming 14 minutes of the proceeding. The Chair adjourned the House to meet again on June 16, 2016 (Thursday).
