Draft of RTI Bill ready for Cabinet’s approval

ISLAMABAD: After consideration of seven months in two various committees on Draft of Right to Information Bill – 2016, the Ministry of Information, Broadcasting and National Heritage has finally received the legally vetted and fair-typed draft of the bill which would be presented before the cabinet for its endorsement.

Responding to a question of PML-N lawmaker Shakila Luqman during 13th sitting of 34th session of National Assembly, Minister for Information, Broadcasting and National Heritage Pervaiz Rashid said that his ministry has received the draft of the bill on August 12, 2016. He said that Draft RTI Bill – 2016 would be submitted to cabinet in terms of Rules of Business – 1973 seeking Cabinet’s endorsement.

He said that Prime Minister Muhammad Nawaz Sharif constituted five members Ministerial Committee to formulate recommendations on Draft RTI Bill-2016 on January 11, 2016.  Along with him, the other committee members included Federal Minister for Planning, Development & Reform Mr. Ahsan lqbal; Minister of State for IT & Telecom Mrs. Anusha Rehman Khan; Advisor to the Prime Minister on National History & Literary Heritage Irfan Siddiqui and Parliamentary Secretary for Interior Division, Islamabad Ms. Marriyum Aurangzeb.

The five-member committee,  he said,  discussed each and every section of the Draft RTI Bill — 2016 and advised modifications to ensure that Draft Bill 2016 meets its intended purpose. In order to further strengthen the Draft RTI Bill – 2016 from the legal point of view, the committee during its fifth meeting held on 8th April, 2016, referred the draft of RTI Bill-2016 to another three members committee comprising Federal Minister for Law and Justice Zahid Hamid, Advisor to Prime Minister on Human Rights Barrister Zafarullah Khan and Attorney General for Pakistan Ashtar Ausaf Ali.

This committee co-opted experts of Law and Justice Division and the officers of Information Ministry who assisted the committee in reviewing the Draft RTI Bill 2016 from legal point of view. After exhaustive deliberations, he said that committee has finalized the Draft RTI Bill 2016 which would be submitted to cabinet for endorsement.

It is to mention that bill would be presented before the Parliament after the endorsement of the Cabinet.
