Low attendance sitting of Balochistan PA passes two bills

ISLAMABAD: The Provincial Assembly of Balochistan on Monday passed two government bills amid low attendance of lawmakers as 22 percent members were observed present in start and 25 percent at the time of adjournment of sitting.

The House passed the Balochistan Sound System (Regulation) Bill 2015 to control and regulate the use of sound system in the province. Another bill – the Balochistan Prohibition of Expressing Matters on Walls (Amendment) Bill, 2015 – was passed to prohibit the expression of matters on the walls. Both of these bills were introduced by Home Minister Sarfaraz Bughti following the legislative reports of Standing Committee reports on them.

Additionally, the Minister for Services and & General Administration (S&GAD) Nawab Muhammad Khan Shahwani introduced the Balochistan Public Service Commission (Amendment) Bill 2015 which was referred to relevant Standing Committee for further deliberations.

Tabled by PkMAP lawmaker Nasrullah Khah Zehri, the House unanimously adopted a joint resolution urging the Federal Government to ensure representation of Balochistan in Pakistan Bureau of Statistics. Three members spoke on it for four minutes.

Another joint resolution tabled by same mover was referred to the relevant Standing Committee which was about improper treatment facilities in Children Hospital Quetta. Seven members spoke on it for 20 minutes and the Chair directed the Committee to submit report on it within 30 days.

NP lawmaker Shama Ishaq Baloch withdrew his resolution about non-payment of salaries to IT employees of Education Department after assurance by Minister for Education to resolve the issue.

An Adjournment Motion (AM) sponsored by Syed Liaqat Ali Agha of PkMAP regarding distribution of tax revenue to the provinces on equal basis was converted into resolution and adopted unanimously by the House. Four members shared their views on it consuming 28 minutes of the proceeding time.

Further, the House took up two out of four starred questions appearing on the agenda. The remaining questions were deferred due to absence of relevant minister. Members raised four Points of Order consuming fourteen minutes of the sitting time.  Later, the Speaker adjourned the House to meet again on February 18, 2016 (Thursday).
