Ministerial absence bars MPs to gauge treasury’s performance

ISLAMABAD:  Ministerial absence during 22nd session of Balochistan Assembly deprived other lawmakers to gauge performance of their relevant departments which they ensure through tool of questions.

In all, 34 questions were asked during the 22nd session of the Balochistan Assembly of which only five questions (15%) were addressed and replied by the relevant departments. The remaining 29 questions were either disposed of or deferred mostly due to absence of relevant provincial Minister or the movers themselves. Perceptibly, none among 12 female members in the legislature asked a single question from any ministry or department during the 22nd session.

A question by JUI-F male lawmaker Sardar Abdul Rehman Khetran addressed to Finance department was answered by the Advisor to Chief Minister on Finance. The question was about the secret fund allocated for Governor and Chief Minister in FY 2015-16. The Minister Finance replied that no secret fund has been allocated for Chief Minister Balochistan; however, he said an amount of Rs. 5 million is allocated for Governor Balochistan in ongoing fiscal year under the same head.

ANP lawmaker Engineer Zmarak Khan asked question from Education Department which was answered by relevant minister on the floor of the House. The question was about the vacant posts of lecturers and SSTs. Another question asked by same lawmaker was about allocation of funds to renovate the government school which also received reply from the education Minister both written and orally.

Engineer Zmarak Khan also received oral and written reply from the Minister of Communication & Works in response to his question regarding slow pace of construction work on different projects. Another question raised by Sardar Abdul Rehman Khetran about BHUs and RH Centers was answered by Minister for Health.

Overall, ANP lawmaker Engineer Zmarak Khan asked 10 questions. Two questions each were addressed to department of Education, S&GAD and Health Planning & Development and one each was asked from Communication & Works, Local Government and Rural Development.

Similarly, BNP lawmaker Sardar Akhter Jan Mengal raised ten questions. Four questions were related to Mines & Minerals Development, three to S&GAD and one each to Education, Local Government & Rural Development and Planning and Development.

JUI-F Member Sardar Abdul Rehman Khetran asked six questions. One question each was addressed to Public Health Engineering and Finance and two each were related to Health and Planning & Development departments.

PML-N lawmaker Mir Jan Mohammad Jamali and JUI-F Haji Abdul Malik Kakar asked two questions each from Planning Health and Engineering department. Another male lawmaker of JUI-F, Gul Muhammad Khan Dumar asked two questions each from irrigation and S&GAD departments.

Party wise detail shows that JUI-F lawmakers asked 12 questions during the aforementioned session followed by ANP and BNP (10 each) and PML-N (2).
