NA passes 3 Bills; Opposition leader opens debate on budget

ISLAMABAD: The National Assembly passed three bills and opened debate on Federal Budget 2014-15 with the speech of Leader of the Opposition Syed Khurshid Shah on Friday.
During 2nd sitting of the ongoing 12th session, the Leader of the Opposition spoke on fiscal budget for one hour, however, due to the adjournment of the sitting, he was allowed to continue his speech in the next sitting (Monday).
Khurshid Shah said the budget should reflect the aspirations of people and demanded to improve the financial position of the provinces to meet their requirement after the 18th amendment.
He asked the government to consult with the opposition in the process of budget preparation. He said the government had fixed 2,475 billion rupees as revenue collection target in the outgoing fiscal year but reduced this target twice to 2,275 billion rupees on the insistence of IMF.
Khurshid Shah said the government had failed to collect the set revenue target as Rs. 1,950 billion has been collected till May 30, 2014 while Rs. 25 billion are further needed to achieve the target.
The Prime Minister also attended the sitting. The House offered fateha for the former lawmaker, Mian Mohsin Qureshi, who passed away recently.
Introduced by Kashmir Affairs and Gilgit-Baltistan Barjees Tahir, the House passed the Anti-terrorism (Amendment) Bill, 2014, the Legal Practitioners and Bar Councils (Amendment) Bill, 2014 and the Service Tribunals (Amendment) Bill, 2014. These bills have been already passed by the Senate.
The Anti-terrorism (Amendment) Bill, 2014 seeks enhancement in effectiveness of law enforcing agencies in tackling heinous crimes, the Legal Practitioners and Bar Councils (Amendment) Bill, 2014 asks for establishment of Islamabad Bar Council after Independent High Court for Islamabad Capital Territory and the Service Tribunals (Amendment) Bill, 2014 aims at empowering Federal Services Tribunal by making it an effective judicial forum, financially autonomous and laying criteria for appointment in it. The House was adjourned to meet again on Monday afternoon.
