Protests, conclusion of budget debate mark NA proceedings

ISLAMABAD: The Finance Minister Ishaq Dar winded up the general discussion on budget for the financial year 2014-15 in the 10th sitting of the 12th session of National Assembly on Tuesday.

During his speech lasted 71 minutes, he informed the lower house that armed forces will be provided necessary financial resources
to carry out operation in North Waziristan successfully. Regarding increase in power generation capacity, the minister said the government has earmarked Rs.205 billion in the new budget for power generation and transmission lines.

During the current financial year, the minister said electricity generation was 90.4 billion units as against 83.5 billion units
during same corresponding period of last year.

Justifying 10 percent increase in pay and pension of government employees, he said that this increase has been announced
keeping in view resources of the government and the inflation index which is 8.69.  Ishaq Dar said the budget contains a mechanism to bring 2.5 million retailers into tax net by levying 5 per cent tax on electricity bills up to Rs. 20,000 and 7.5 per cent on bills above this amount.

The lower house also considered the recommendations made by the Senate on the budget. The Finance Minister informed the House that 57
of the 133 recommendations were adopted and 49 were under consideration. Seven lawmakers including PPPP lawmakers Naveed Qamar, Dr. Nafeesa Shah, Dr. Azra Afzal, Shazia Mari, PTI member Shehr Yar Afridi, JUI-F MNA Maulana Gohar Shah and Finance Minister Ishaq Dar discussed the charged expenditures for 37minutes.

Eight members of PPPP followed by PML-N (6), JUI-F and PIT (two each) and one each of PML-F, BNP, ANP, QWP and MQM took part in the budget debate that continued for seven hours and four minutes. The Finance Minister consumed 71 minutes to wind up general debate on budget while Leader of the Opposition also spoke for seven minutes after his speech.

The Prime Minister did not attend the sitting while the Leader of the Opposition was present for five hours and 33 minutes. The entire Opposition walked out of the House for 35 minutes against Lahore incidents resulting in casualties. The lawmakers from FATA walked out of the House for an hour and 35 minutes for not giving them representation in committee established for Internally Displaced Persons (IDPs) after launch of operation `Zarb-e-Azb’ in tribal areas.

PTI lawmakers walked out for seven minutes when one of their members Ghulam Sarwar Khan was not allowed to speak on budget.
BNP lawmaker Isa Nori walked out of the House at 1656 hours complaining that he had not been given sufficient time to speak on budget. He did not return till end of the sitting.
