Senate passes six bills during 247th session

ISLAMABAD: The Upper House of Parliament passed one private member’s and five government bills during the 247th session held between April 14 and April 22, 2016.

The 127th session was renumbered as 247th following the passage of resolution about renumbering the Senate sessions by starting from August 6, 1973. The renumbering was required to remove the effect of re-initiating session numbering after every unconstitutional suspension of the House.

Only private member’s bill passed by the House was the National University of Medical Sciences (Amendment) Bill, 2015 which was originated in National Assembly. The five government bills passed by the House included the Pakistan Bait-ul-Mal (Amendment) Bill, 2016; the Offences in Respect of Banks (Special Courts)  (Amendment)  Bill, 2016; the  Equity Participation Fund (Repeal) Bill, 2016; the Banks  (Nationalization) (Amendment) Bill, 2016 and the National  University of Sciences and Technology (Amendment) Bill, 2016. All of these government bills also originated in National Assembly.

The House also deferred the Pakistan Medical and Dental Council (Amendment) Bill,  2016 which was introduced by Minister of State for National Health Services, Regulations  and Coordination  Ms. Saira Afzal Tarar. The various clauses of the bill were opposed by the PPPP lawmakers including the Opposition Leader Ch. Aitzaz Ahsan. Twenty-three lawmakers spoke on it for 38 minutes and the Chairman Mian Raza Rabbani deferred the bill after hearing opinion of lawmakers from treasury and Opposition benches. .

Seven bills – the Pakistan Medical and Dental Council (Amendment) Bill, 2016; the National Energy Efficiency and Conservation Bill, 2016; the Corporate Restructuring Companies Bill, 2016; the Islamabad Capital Territory Local Government (Amendment) Bill, 2016; the Financial  Institutions (Recovery of Finances) (Amendment)  Bill, 2016; the Deposit Protection Corporation Bill, 2016 and the Financial  Institutions  (Secured  Transactions) Bill, 2016 – were introduced in the House which were referred to the relevant committees for further deliberations.

Sponsored by JI Parliamentary Leader Siraj ul Haq, the Senate disallowed introduction of the Constitutional Bill seeking amendments in Articles 5 and 6. Minister for Law and Justice Zahid Hamid opposed the bill by saying that provision regarding obedience to law and constitution has been already provided for in the Constitution. He said that Supreme Court has also given its interpretation about it and nothing new has been demanded by the mover.

Another bill – the National Accountability (Amendment) Bill, 2015 – was deferred on the request of the mover.  Senator Taj Haider formally forwarded the request to defer this bill due to his leave.

A  copy  of  the  Money  Bill,  the  Members,  Election Commission   (Salary,   Allowances, perks and   Privileges)  Bill,  2016 was presented in the House and the Chair asked the members to submit their recommendations on it.
