Sindh Assembly discusses Provincial Budget 2016-17

ISLAMABAD: The Provincial Assembly of Sindh on Tuesday started general discussion on the Provincial Budget for Financial Year 2016-17 and five lawmakers formally opened the debated on it.

In all, five lawmakers participated in the budget discussion that lasted 147 minutes during the second sitting of 25th session. It is the first session of fourth parliamentary year of current Provincial Assembly. MQM lawmaker participated in Budget debate wearing arm bands that reads “say no to corruption”.

MQM lawmaker Sardar Ahmed said that the provincial government should ensure steps to distribute the powers to local government bodies while equitable dispersal of funds on the NFC formula should be ensured for all districts of Sindh. He said the given budget would be pronounced public friendly if new taxes would not be levied while increasing the tax net to agriculture sector so that they also pay taxes would provide great revenue generating opportunity, he added.

PPPP lawmaker Sharmila Faruqui in her speech on floor of the House said that the PPPP-led government has given a pro people budget which shows that intention of the government to solve problems of its people. She said a lot of development work has been carried out in past and government have sufficient funds for development work in many area of the province including Karachi.

PML-F legislator Saeed Khan Nizamani alleged the government for being involved in embezzlement of public money anddemanded fair utilization of funds allocated for public welfare. He also demanded to make accountable to those before public who were formerly responsible for welfare related projects.

MQM MPA Mehmood Abdul Razzaque while speaking on the Provincial Budget 2016-17, said that this budget is not different from the budget of last year. The government has even failed to utilize the released funds.  Sohrab Khan Sarki (PPPP) said that government has allocated sufficient funds for education, health and maintaining law and order in the province. He also claimed the progress and prosperity in Sindh.

The sitting was marked by low attendance of lawmakers as 30 lawmakers (19%) were observed present at the outset and 59 (37%) at the adjournment of the sitting. The Speaker Agha Siraj Khan Durani presided over the sitting for two hours and 47 minutes while rest of the proceeding for 56 minutes was chaired by the Deputy Speaker, Syeda Shehla Raza.

Chief Minister Sindh, Syed Qaim Ali Shah was absent while the Opposition Leader, Khawaja Izhar Ul Hassan attended the proceeding for 70 minutes. The Parliamentary Leaders of PPPP, MQM, PML-F, NPP and PTI attended the sitting while the parliamentary leader of PML-N was absent. Seven minority members were present and two MPAs applied for leave.

MPAs also spoke on sixteen Points of Order consuming 22 minutes of the proceeding. Two newly elected MQM lawmakers on general seats – Mehfooz Yar Khan and Syed Muhammad Qamar Abbas Rizvi – took the oath. The Chair adjourned the House to meet again on June 15, 2016 (Wednesday).
