Sindh MPs lodge 16 complaints over breach of privileges in 2014-15

ISLAMABAD:  As many as 16 questions of personal privileges (QoPs) were moved by 15 lawmakers during the second parliamentary year of Provincial Assembly of Sindh, including three indicating the breach of assembly privilege.

Rule 71 of the Assembly states that “a member may, with the consent of the Speaker, raise a question involving breach of privilege either of a member or the assembly or of a committee.” One question of privilege is allowed per MPA during a sitting over violation of a privilege granted by the Constitution, the law or the rules made under any law. Of these 16 QoPs during the second parliamentary year of Sindh Assembly comprising seven sessions, four each were taken up, referred to committee, withdrawn and three were not taken up while one was rejected.

Sitting on the opposition benches for most of the year, MQM tabled five motions with similar number of motions moved by PPPP lawmakers followed by PML-F (four), PTI and PML-N (one each).

Two privilege motions of MQM legislators– one on budgetary issues and other regarding behavior of Director General Hyderabad Development Authority– were taken up. Minister for Parliamentary Affairs assured the movers to resolve the issues following which the movers did not press further on it.  Another privilege motion about behavior of Administrator Karachi was referred to the relevant committee while two others about behavior of government officials were withdrawn by the movers.

Five PPPP lawmakers seemed agitated against the attitude of government officials and moved similar number of QoPs. Two of them were taken up while three others were referred to the relevant committee.

One of the PML-F lawmaker raised three motions of which two refarding Railway and State Bank of Pakistan were not taken up while another about constitution of parliamentary committee on Thar issue was withdrawn by the mover. PML-F minority lawmaker also withdrew his motion which was about seeking implementation on an adopted resolution to resolve issue of low pressure of sui-gas.

Two PML-N lawmakers submitted privilege motions separately over the objectionable remarks of PPPP female lawmaker, which were not taken up by the House.

The Chair rejected a privilege motion of PTI lawmaker which was about his complaint against official of KMC for not attending his telephone calls.

Male lawmakers seemed to have complaints against public organizations/officials and their fellow colleagues, as all motions were submitted by them and none by female lawmakers.
