Sindh PA pays tribute to Sharmeen Obaid

ISLAMABAD: The Sindh Assembly on Monday paid tribute to Sharmeen Obaid Chinoy over winning Oscar Award for her documentary `A Girl in the River’.

It is to mention that Sharmeen Obaid-Chinoy has become the first Pakistani to win two Oscar awards. Sharmeen won in the Best Documentary Short Subject for `A Girl In the River’ in the 88th Academy awards. The documentary which sheds light on honour killings in Pakistan follows the story of a teenage girl shot in the face by her own family.

Meanwhile, the House also passed the Sindh Employees’ Social Security Bill 2016.  Another bill – the Karachi Institute of Technology and Entrepreneurship 2015 – was referred to the relevant committee for further deliberations. Both of these bills were introduced by the Minister for Parliamentary Affairs Nisar Ahmed Khuro.

MQM lawmakers Sumeta Afzal Syed, Irtiza Khalil Farooqi, Dewan Chand Chawla, Aisha Khatoon and Syed Khalid Ahmed were elected as members of Standing Committees on Industries, Cooperatives, Excise and Taxation, Primary Health, Labor and Human Rights respectively.

The House met for two hours and 59 minutes and the sitting started at 1105 hours against the scheduled time of 1000 hours. Thirteen (8%) lawmakers were present at the start and 48 (29%) at adjournment of the sitting. The Speaker Agha Siraj Khan Durani presided over the sitting for two hours and 14 minutes while the remaining time was chaired by the Deputy Speaker Syeda Shehla Raza.

Both the Chief Minister and the Opposition Leader were absent while Parliamentary leaders of PPPP, MQM, PML-F, PML-N and PTI were present.

Four out of 11 starred questions appearing on the agenda received oral reply from the government. In addition, lawmakers asked 22 supplementary questions.

Three out of five Calling Attention Notices (CANs) appearing on the list of business were responded to by the relevant departments. These CANs taken up by the House were regarding shortage of doctors in Civil Hospital Thatta, sale of alcohol to Muslims in Karachi and steps to restore the roof of Government Primary School Hashimabad Chang, Karoondi Taluka Faiz Gunj.

The remaining two CANs were not taken up by the House which were about non-payment of salaries to WASA employees and creation of new post of Chief Operating Office (CEO) at the Management of National Institute of Cardiovascular Disease (NICVD), Karachi on instruction of their Director.

An Adjournment Motion about non-availability of vaccines of hepatitis ‘b’ and ‘c’ in Hyderabad was not taken up due to absence of sponsoring MQM members Muhammad Rashid Khilji and Muhammad Dilawar Qureshi. A privilege motion of MQM lawmaker Engineer Sabir Hussain Kaimkhani about deletion of development schemes for Hyderabad by Sindh government was not considered due to mover’s absence.

Lawmakers spoke on three Points of Order consuming five minutes of the proceeding. PTI and PPPP lawmakers protested within the House for few seconds over remarks of members of both parties against their leaderships.

Later, the Chair adjourned the House to meet again on March 1, 2016 (Tuesday) at 10:00 am.
